A challenge that alot of m/mh parks have is working with their managers. CEMV believes that you and your HOA should be firm and fair when dealing with management. Don't be intimidated. You have rights and protections afforded to you and it is important that you remember that.
 
Know State Laws
Your biggest friend throughout many of your encounters with management will be the Mobilehome Residency Law (MRL) which we have placed here on our site. We keep it updated every year as laws and regulations change.
 
Management will more than likely not be as familiar with the MRL as your owners will; and they will exploit your lack of knowledge too. It is vital that at least one person in your HOA becomes very familiar with the MRL.
 
An upfront understanding that both parties know the law will keep negotiations and issue resolution above-board and honest.
 
Know Local Law
The City of Escondido has many provisions that specifically deal with m/mh communities. Get to know these ordinances and laws as well as you know the MRL. In the coming days, CEMV will be compiling a list and library of the more important codes and ordinances - other than rent control - in one place for easy reference.
 
Do Not Be Intimidated
We have said this before, but it does stand repeating. Management, when lack of knowledge and experience come into play, will try to use intimidation as their trump card. Don't fall for it. Remember: We are paying for management to maintain our living space, in accordance with a contract, and we have every obligation and duty to exercise our rights under that contract. Management is not there to run our lives, run our social activities or grant us permission to do things. It is there job to uphold their end of the contractual agreement and provide a safe and clean common area for us to live in, nothing more.
 
This is why it is vital that communication be establishing directly with the owner. The ability to go around park management, in certain circumstances when called for, is important to maintaining fairness.
