There is a paradox that comes with owning a mobile/manufactured home: We are homeowners and, at the same time, we are renters.

Mobile park owners clearly have an advantage: Not only are their interests well-funded in Sacramento and in local government (they should be, we pay for them) but they are also organized. The WMA (Western Manufactured Housing Communities Association) is a powerful lobbying group that represents the interests of the park owners across the state in Sacramento. How do we begin to fight should a well-funded and well-organized effort? It starts with an HOA.

A Home Owners Association is a great tool, and a necessary tool as we'll investigate later, in representing the interests of the home owners in a mobile/manufactured home park. If you currently have an HOA, great! You've ahead of the curve. If you don't have an HOA, you should very strongly consider organizing one. Our next article will explain the processes and give some pointers on how to start an HOA in your mobile home park.

The hardest part in the process is beginning. Once the ball begins to roll, it should get easier. We've created this area of our website for people who are interested in organizing an HOA to come and read about the process, get ideas about strengthening an existing HOA and - most importantly - communicate successes and failures so that others can learn and help.

Remember: CEMV is here to help. If there is anything that we can do as an organization, including coming to your park and speaking or help organizing, please let us know.

CEMV is compiling a page of news stories of recent mobile home rent ordinance challenges. They are on the rise.
